BWN issued for both upper and lower loops of the distribution due to pressure loss. The upper loop is not meeting demand on its own so water is being transferred between the loops, and the lower loop does not maintain pressure above 20 psi. The BWN will remain in place until pressure is restored and total coliform sampling shows the system is free from contamination.
